Honourable Senators: I write in advance of your anticipated vote on the Report of the Senate Committee on Legal and Constitutional Affairs regarding Bill C-15, an Act to Amend the Controlled Drugs and Substances Act.

The Senate Committee studying C-15, a bill that would bring mandatory minimum prison sentences for marijuana to Canada, has given its approval with minor amendments. The bill now proceeds to the Senate for a final vote.

The government's two crime bills currently held up in the Senate are "flawed," and could be unconstitutional, but the Liberals are afraid of being labelled soft on crime and Grit Senators may succumb to political pressure and vote against amending the bills, says a Liberal Senator who supports the amendments.

Stephen Harper and the Conservative Party of Canada want American-style mandatory minimum sentences for marijuana users and growers, and Liberals in the House have already given the green light. Is Bill C-15 about making Canadians safer, or making bigger profits for organized crime?
