A decade ago, Canadians were a lot happier: Their government seemed to be on the brink of decriminalizing marijuana, and it was also instituting a nationwide program to meet the needs of med-pot patients. But that progress has become mired in bureaucracy and political grandstanding.

Canada's crime rate is the lowest in nearly 40 years, according to Statistics Canada, as the volume of crime dropped five per cent in 2010 from the year before.

The Conservative government's approach is proving beneficial for private companies building jails, but not necessarily for anyone else.
