Days before President Bush left office in January, his administration fired a parting shot at Professor Lyle Craker's eight-year quest to cultivate marijuana for medical research by abruptly denying him a federal license despite a nearly two-year old Drug Enforcement Administration law judge's recommendation that he receive one.

The Obama administration signalled today that it was ready to repudiate the prohibition and "war on drugs" approach of previous presidents, and steer policy towards prevention and "harm reduction" strategies favoured by Europe.

President Obama is considering deploying National Guard troops along the border with Mexico in response to the escalating drug war. In his most direct comments so far on Mexico’s fight against drug cartels, Obama told reporters from regional newspapers, quote, “We’re going to examine whether and if National Guard deployments would make sense and under what circumstances they would make sense.” But Obama ruled out any immediate military move.
