The world’s largest experiment in legalizing marijuana has gone terribly wrong. But a new solution is emerging, according to people involved in a tax experiment that began in 2019 in Long Beach, California.

The rationale for legalizing marijuana has long been the same around the world: to stamp out the black market and the crime associated with it, and reap the benefit of taxes on a regulated, licensed drug. But it hasn’t quite worked that way in California: The world’s largest legal marijuana market is also the source of much of its illicit cannabis.
