Trump Calls on Congress To Loosen Federal Restrictions on Hemp-Derived CBD, Other Cannabinoids

President Donald Trump is calling on lawmakers to loosen pending federal restrictions specific to the classification and accessibility of certain hemp-derived products.

Writing in an April 23rd Truth Social post, the President said: “I am calling on Congress to update the Law to ensure that Americans can continue to access the full-spectrum CBD products they have come to rely on, and that help them. … We must get this done RIGHT and FAST, especially for those who saw that CBD helps them. Plus, I am told it will also help our GREAT FARMERS, who we love, and will always be there for. Please get it done, and SOON.”

The post comes weeks after the Center for Medicare & Medicaid Services launched a pilot program authorizing participating ACOs (Accountable Care Organizations) and oncology programs to provide beneficiaries access to eligible hemp products containing up to 3 mg of THC. Those rules are inconsistent with forthcoming changes in federal law, approved by Congress in November, recriminalizing hemp-derived products with trace levels of THC (no more than 0.4 milligrams of total THC per container). Absent action from Congress, the federal law revisions will take effect later this fall.

“ONE in FIVE adults [have]used it (hemp-derived CBD products) in the past year, and many say it improved their chronic pain enormously,” the President posted. “Hemp-derived CBD … has made a HUGE difference for so many people.”

Earlier this week, House lawmakers withdrew consideration of an amendment to the Farm Bill to delay the implementation of the pending hemp restrictions.

NORML has consistently urged federal officials to establish regulatory guidelines governing the production, testing, labeling, and marketing of hemp-derived cannabinoid products – most of which are unregulated and some of which are of variable quality and purity.
