The number of people in prison in America declined last year for the second year in a row, according to a new report from the Bureau of Justice Statistics. The number of prisoners at the end of 2011 dropped to just under 1.6 million, a 0.9% decrease over the previous year.

It didn't take long. Voters in California last month approved Proposition 36, which amends the state's draconian Three Strikes law to require that a third strike be a serious or violent felony, and last week, the first person to be released under the initiative walked out of prison.

In two reports released last week, the Bureau of Justice Statistics (BJS) announced that for the first time since 1972, the US prison population had fallen from the previous year and that for the second year in a row, the number of people under the supervision of adult correctional authorities had also declined.
