The Mexican drug cartels battling viciously to expand and survive have a powerful financial incentive: Across the border to the north is a market for illegal drugs unsurpassed for its wealth, diversity and voraciousness.

As he leaves on a trip to Mexico, the president looks poised to continue the same ruinous drug policies and the same failing tactics in the war on drugs.

Writing in The American Interest, esteemed political scientist Francis Fukuyama called on the United States to do more to help Mexico in its battle with the drug trade -- namely by boosting security on both sides of the border and assisting reform of the Mexican justice system. So far, so routine. But then Fukuyama made an interesting observation.

Gang violence is a major concern for Vancouver and British Columbia. Shootings and murders happen so often that people feel unsafe in their own homes and communities. There was another time in history when gangsters terrorized society, bought fancy cars and weapons, lived lifestyles only criminal activity could afford, and shot rivals as they fought for control over the market.
