Ask Ed: Grow Tip - Keeping The Plants In Your Garden Dry
Many of our readers are growing outdoors and probably have noticed that the plant has changed from vegetative (growing leaves) to flowering (budding) and you now can see the white stigmas in full development. This is the time when plants are most vulnerable to powdery mildew and other molds- especially if it is humid, foggy, or rainy. There are several things that people can do to prevent mold.
1. They can use a fungicide that contains mostly potassium bicarbonate, which the plants consider fertilizer.
2. Serenade (c), is a product made from a bacteria that is interested only in molds, so it is perfectly safe for humans.
3. Or the fungicide that I developed Zero Tolerance.
As a physical step, they can take an oscillating fan to dry any buds that are moist after rain.

I've heard that neem oil has anti-fungal properties. Does anyone know if it works at preventing mold?

neem oil is fungicidal and should help when used as directed. Einstein oil is recommended and Safer's ready to use is available at home depot.
zero tolerance fungicide/pest control
try google to get to Ed's own Zero Tolerance formula. should smell more pleasant than neem oil spray, which may affect taste especially with water hash.
