Chemical field-test checks for pot residue

The city council in Augusta, Georgia is going to make having "drug paraphernalia" a crime within city limits. A chemical field-test would be used to determine the presence of drug residues: a special solution which turns blue when exposed to cocaine, and purple when in contact with marijuana.
Police said rolling papers would only be considered paraphernalia if found in the presence of pot. A number of other US cities already have this kind of by-law.
