Documents obtained by researcher Ken Rubin under the Access to Information Act have revealed more details about Canada's plans for medical pot production.
Health Canada has yet to pick who will grow the 85 kilos of bud needed for the 100,000 joints to be used in the first year of research. That amount will be doubled for the following four years of planned studies.

Health Canada also intends on producing 29,400 placebo joints with less than 0.1% THC.

A plan prepared for the Ministry of Health estimated it would cost $1.25 million to start a marijuana manufacturing facility, including $750,000 for a building and $50,000 in security upgrades. It also recommends $340,000 in elaborate security precautions to avoid theft of the plants by employees or vandals.
