'Judicial Emergency' declared in San Diego

District Court judges in San Diego, California, declared a "judicial emergency" in November, because of a federal crackdown on marijuana and illegal immigrants along the Mexican border. They are overwhelmed with trials and cannot keep up, leading to more serious criminal cases being dismissed for lack of a "timely" trial.
