Well, the Sinaloa cartel seems to have learned something from Bush. Since the U.S. government finances and provides manpower to terrorist actions against the cartel, the battle has to be moved to the U.S. The cartels have to fight the terrorists "over there" in the U.S. to reduce their ability to attack them at home in Mexico.
Really, if you're following the situation in Mexico, the cartels do more good for the Mexican people than the government ever has.
