On April 22, The Canadian Association of Chiefs of Police (CACP) announced that it had a new policy: relaxation of marijuana laws.
"This isn't legalization. It's decriminalization," said Barry King, Police Chief in Brockville, Ontario and head of the CACP drug abuse committee. "The end result is no different. There is no war on drugs. What there is a balanced approach taken on all levels. It's a health issue, a social issue, an education issue, an enforcement issue."

CIA sued for LSD

The CIA is being sued by the estate of a man who claimed that the CIA dosed him with powerful psychedelic drugs in 1952 at a Paris cafe.
Stanley Glickman, who died in 1992, claimed that he had been dosed with LSD or another hallucinogen by CIA doctor Sidney Gottleib, who died in March of this year.

Cops bribe hotel workers

New Jersey cops have been bribing hotel workers to monitor their guests, alerting police to those who pay in cash, receive too many phone calls, or simply speak Spanish.
For over seven years, State Police have recruited hotel managers to allow them access to registration forms and credit card receipts without a warrant. The cops offer $1000 for any tip that leads to an arrest, and promise the hotels that their complicity will not be revealed.

Canadian Somalis are complaining about being targeted for their use of khat, a shrub whose stimulating leaves have been chewed and brewed in tea by Muslim cultures for centuries. Khat (Catha edulis) is enjoyed by about half of Canada's 50,000 strong Somali community, and is used socially by 80% of adults in some parts of East Africa.

On March 22, German Drugs Commissioner Christa Nickels received 11,000 signatures in support of access to medicinal marijuana. Nickels, a member of the Green party, agreed, saying that marijuana and hashish should be available for therapeutic purposes. Researchers at the University of California Irvine have found how marijuana acts to alleviate ailments such as Parkinson's disease, schizophrenia, and other spasmodic diseases. THC mimics a natural brain chemical called anandamide, and it was discovered that anandamide acts to regulate the production of dopamine, which is responsible for stimulating movement and other motor behaviour.
