Marijuana Bill Officially Introduced to Congress by Ron Paul, Barney Frank

Marijuana laws should be set at the state, not federal, level, Reps. Ron Paul and Barney Frank argued in a bill they introduced Thursday.

The goal of the bill, HR 2306, is not to legalize marijuana but to remove it from the list of federally controlled substances while allowing states to decide how they will regulate it.

“I do not advocate urging people to smoke marijuana. Neither do I urge them to drink alcoholic beverages or smoke tobacco,” said Frank (D-Mass.). “But in none of these cases do I think prohibition enforced by criminal sanctions is good public policy.

“Criminally prosecuting adults for making the choice to smoke marijuana is a waste of law enforcement resources and an intrusion on personal freedom,” he added.

Frank admitted in a conference call Thursday that he didn’t think the bill had a chance of passing, but according to Reason’s Hit & Run blog, the congressman was “particularly struck by the hypocrisy of public officials who will themselves talk about smoking marijuana, wink at it, and then make it criminal for other people,” which leads to “a very discriminatory pattern of enforcement.”

The bill appears doomed on arrival, according to the Associated Press, which reported that House Judiciary Committee Chairman Lamar Smith said his panel, which the proposed law is required to venture through, would not even consider it.

“Marijuana use and distribution is prohibited under federal law because it has a high potential for abuse and does not have an accepted medical use in the U.S.,” said Smith, who like Paul is a Texas Republican. “The Food and Drug Administration has not approved smoked marijuana for any condition or disease.”

Smith cited the theory that pot is a gateway drug, and then added the curious belief that legalizing weed would increase the coffers of drug lords.

“Decriminalizing marijuana will only lead to millions more Americans becoming addicted to drugs and greater profits for drug cartels who fund violence along the U.S.-Mexico border. Allowing states to determine their own marijuana policy flies in the face of Supreme Court precedent,” Smith said.

The Office of National Drug Control Policy echoed some of Smith’s fears and said decriminalizing pot was a nonstarter.

“Our concern with marijuana is not borne out of any culture war or drug war mentality, but out of what the science tells us about the drug’s effects. The facts are that marijuana potency has tripled in the past 20 years and teens are using the drug at earlier ages,” the office said in a statement to The Times.

“The earlier a person begins to use drugs, the more likely they are to progress to more serious abuse and addiction -– reflecting the harmful, long-lasting effects drugs can have on the developing brain. Legalization remains a nonstarter in the Obama administration because research shows that marijuana use is associated with voluntary treatment admissions, fatal drugged driving accidents and emergency room admissions,” the statement said.

    I know of two people that wanted to go to the emergency room for pot.
    One of them had just poured too much clear eyes medication into his eye socket and he could taste it in his throat and he had a prior heart defect and he began freaking that it was killing him.
    The other was a cop that stole some pot, made cookies with his wife and ate them then rang 911 because he thought time had slowed right down and that the pot might have been laced with something else.
    when the government tells people that if they take pot they can end up in the emergency room it scares them and sometimes they become paranoid and go there. rather than just thinking nah its just in my mind.. ill stay here and let it wear off, they think, this is what the government told me would happen. I better go there for help.
    Then they get there and the nurses tell them to rest it off but they go on the statistic list for people that needed medical attention when all they needed and get is some chill out time.

    There is always some bullshit within their argument against letting it be legal and they need to be pulled up on it every time. Eventually there will be so many people that know that that line is bullshit and it will spread around until its household knowledge just like they are trying to get the bullshit into household knowledge.
    So this time we have the old “smoked cannabis is not medicine”. But they are not banning the action of smoking. They are banning the substance. No other medicine is smoked, should we ban those substances just because they might be smoked? They approach it like there is no medical use accepted in the united states. people think, oh yes there is, and then they say that SMOKING is not an accepted method federally. Now when they trialled cannabis for medicine, they trialed smoked cannabis and it showed it worked for medical use… they then said “but we can not approve of smoking it as a medicine”. so really the trials were doomed from the start seeing as they trialed a non approvable method of delivery. A waste of time maybe but maybe also rather suited to their judgement.
    now it seems to be the way these people can hold a straight face when they are saying it has no accepted use.
    what happened was that after the trials worked it was identified that there are other methods of delivery that are not as harmful as smoking might be seen to be. The researchers suggested a new trial using these means. This would include edibles, oils or vaporizing. It takes years when they dont want to trial such things so the people do it this way all over the country right now, yet its still an excuse to keep the ban and people that are not even smoking the substance can be busted as if they did smoke it.

    Have any of you guys ever wound up in the emergency room after smoking a lot of pot? I can’t say I have but I know a couple friends who have been on their deathbed from alcohol poisoning.

    There’s too many OLD CRONNIES running our Countries,they just don’t and won’t get what the people are saying.Big business(also old cronnies) lobby’s them to get what they want.I am sure there are lot’s of companies that do not want marijuana and hemp legal because of their own selfish
    reasons instead of thinking forward and changing their mind-set.

    Why are we not talking mass production of hemp to replace all the plastics
    and maybe bio-diesel instead of digging up all of the tar sands.Hemp is a full circle plant which is what our environment needs.

    My only suggestion is to vote for young people,they are our only hope.
