THC and the other cannabinoids (the active ingredients in marijuana) are weakly soluble in hot water. They also mix with it as tiny globules of oil, which float in the water. An emulsifier such as lecithin helps the oils mix with the water. Lecithin is found in both milk and soymilk. Water-soluble lecithin granules are available in health food stores.
The simplest way to make marijuana tea is to boil water with chopped marijuana for 10-20 minutes, then strain. For a more potent mix, add milk or lecithin to the other ingredients. Agitating the water/milk/marijuana mix in a blender before boiling will help the ingredients combine faster and more completely.
