Both statements are true, Once flowering is induced, most marijuana varieties can be forced back into vegetative state by placing them under a long day regimen. However, this occurs only after a long period of up to a month under the new regimen.
Although an occasional lapse of the light regimen or imprecise on-off times will not stop the plant from flowering, it can affect the quality of the flowers. They may be smaller, looser or lanky depending on how severely the regimen has been violated.
