Please send me trancgi of the hearings of the Senate Standing Committee on Legal and Constitutional Affairs into the Controlled Drugs and Substances Act.

This letter is to show my support for the amendments to the Controlled Drugs and Substances Act as recommended by the Canadian Foundation for Drug Policy.

I agree with the Foundation that substance use is primarily a health and social issue, and that Canada has an obligation under international law and common decency to respect the human rights of all individuals.

I believe that all substances should be available for valid medical and scientific purposes, and that it should not be a criminal offence for an adult to possess a substance for personal use. I consider international human rights treaties to take precedence over international drug control treaties.

I would like to see an honest, objective, nonpartisan reassessment of Canadian drug policy, with harm reduction and public health as guiding principles.

I strongly urge the Senate Standing Committee on Legal and Constitutional Affairs to support the amendments to the Controlled Drugs and Substances Act as proposed by the Canadian Foundation for Drug Policy.

Please send me a copy of Bill C-8, the Controlled Drugs and Substances Act, as passed by Parliament on March 6th, 1996.

This letter is to register my opposition to the Controlled Drugs and Substances Act. I am very disappointed that this bill has been sent straight back to the Senate, despite public opposition and the testimony of experts.

I am in agreement with the testimony of Eugene Oscapella of the Canadian Foundation for Drug Policy, who stated that "the Controlled Drugs and Substances Act will neither stop the flow of drugs into Canada, nor the production of drugs within Canada. It also does absolutely nothing to address the multiple causes of drug use in society."

I believe that all substances should be available for valid medical and scientific purposes, and that it should not be a criminal offence for an adult to possess a substance for personal use. I consider international human rights treaties to take precedence over international drug control treaties.

I would like to see an honest, objective, nonpartisan reassessment of Canadian drug policy, with harm reduction and public health as guiding principles.

I urge your Department to prevent the Controlled Drugs and Substances Act from becoming law until the Standing Committee on Health has completed a comprehensive review of Canada's drug policy, as recommended by the Parliamentary subcommittee on this bill.
